Introduction
Purpose
The Florida Institute of Technology (herein referred to "Florida Tech" or "University") PantherOne is a multipurpose identification that also serves as a means for providing meal plan use, vending machine purposes, bookstore, building access, copy and print services, library use, and mini-markets as Bisk College of Business and Buehler Aviation. This document explains how to get a PantherOne, general terms of use, how to report a lost or stolen PantherOne, and responsibilities that come with using Florida Tech PantherOne.
Scope of Accessibility
This document applies to any individual (herein referred to as "Cardholder") who acquires a Florida Tech PantherOne multipurpose identification. PantherOne may be physical (Panther Card) or mobile (Panther Mobile).
The cardholder agrees to the following terms and conditions:
- PantherOne is the official Florida Institute of Technology University ID and considered University property. Both the physical Panther Card and Panther Mobile are deemed Official University IDs.
- The Cardholder is eligible for either a physical Panther Card or Panther Mobile. Only one form of PantherOne will be active.
- The Cardholder is eligible for their first ID at no charge.
- PantherOne is non-transferable and may not be altered in any way.
- PantherOne is linked with multiple systems including the transaction system and the access control system.
- The PantherOne ID provides access to facilities, programs and services offered at Florida Tech. Upon disaffiliation with the University, card function is deactivated.
- When the PantherOne ID is no longer valid, the physical card should be returned to the Florida Tech Security Department.
- The PantherOne ID may be confiscated from a cardholder as a result of inappropriate or illegal use.
- The Cardholder must comply with all laws, ordinances, codes, rules, regulations, and University policies that are applicable for use or possession of PantherOne, including those of federal, state, and local agencies having jurisdiction and/or authority over the University or the Cardholder.
- PantherOne is authorized for personal use only.
- PantherOne should be in the Cardholder's possession at all times and presented upon request to any University official.
- PantherOne should not be used to allow access for anyone other than the Cardholder. Tailgating is prohibited.
- The Cardholder must not loan or otherwise transfer their PantherOne to another person; doing so results in a violation of the University Identification Card Policy, and, in the case of a student Cardholder, a violation of University Demonstrative Regulations.
- Any person who attempts to obtain or use, or assists in obtaining or using, a Florida Tech PantherOne for fraudulent identification may be subject to disciplinary action, including, but not limited to, having the PantherOne disabled by the Security Department.
- The individual requesting a Florida Tech PantherOne must submit an up-to-date photo in the individual's current likeness on the Panther Card page, and must meet photo submission guidelines. Users can also visit the Security Office to have their photo taken.
- The University reserves the right to refuse to accept a photo that does not meet photo submission guidelines.
- Your photo is maintained by the University and is considered "directory information" and not confidential under FERPA.
- Your photo is considered part of your official record at the University and may be shared with Florida Tech personnel and systems for official University business.
- Your photo may be subject to disclosure to third parties under applicable state and/or federal laws.
- A lost or stolen PantherOne must be reported to the Florida Tech Security Department immediately.
- A charge will be imposed for lost, stolen, damaged and updated replacement cards. See the Fees section for associated charges. Damaged cards will be any card that has undergone any of the following conditions:
- Cards with holes punched into them.
- Cards that have been exposed to extreme elements such as heat or moisture.
- Cards that have been excessively scratched.
- Cards that have had tape, stickers or other items affixed to them.
- No charge will be imposed for a Panther Card that is not functioning properly due to normal wear and tear or deemed defective.
- Once a new physical Panther Card is printed, previous cards cannot be re-activated, nor will a fee be refunded.
- Cardholders must place a missing device with an active Panther Mobile credential on "lost" status by using the Florida Tech Panther Mobile GET page.
- Once the missing device with an active Panther Mobile credential is placed on "lost" status, it cannot be used until it's reactivated or replaced by a newly printed Panther Card. After 48 hours of being placed on "lost" status a Panther Card should be replaced in order to comply with University policy.
- A missing Panther Card that has been placed on "lost" status by the Cardholder can be re-activated by the Cardholder if a replacement has not already been printed.
- Re-activate a current campus ID card.
- The Cardholder must present his/her PantherOne at the time of use in order to purchase products and/or services with funds in the Account.
- The Cardholder understands and agrees that the Account shall not be used as a credit card, to obtain cash advances, or to purchase any gift cards, and is subject to restrictions.
- the Cardholder understands and agrees that the Account is non-transferable.
- The Account caanot be used to pay tuition and fees.
- Purchases of alchohol, tobacco and gift cards are prohibited, and other limitations may apply.

- The Cardholder is responsible for all charges made with the card; even if the card or account number is lost or stolen. Therefore, it is important to notify Security immediately upon discovering loss or theft to potential misuse.
- Florida Tech is not responsible for any loss or expense caused by loss, theft or misuse of PantherOne or the Account.
- Willful misuse of PantherOne or Account should be reported to the Security Department.
- If the point-of-sale terminal is equipped to provide a receipt, the Cardholder will receive a receipt in accordance with the merchant's policy; it is the Cardholder's responsibility to ensure that the amount charged by the merchant and the receipt are correct.
- View Meal Plan, FlexCredit, and Panther Cash Account Statements online.
- Merchandise may be accepted for return in accordance with the refund policy in effect at the place of purchase of the product(s) and service(s).
- Cardholders are responsible for verifying the accuracy of charges by merchants and receipts of charges. If there is an error on a receipt, the Cardholder should contact the place of purchase where the incident occurred.
- Note that Meal Plans and FlexCredit are non-refundable.
- For students, PantherOne accounts will remain open until - the student graduates, the student is no longer enrolled and becomes inactive, or - the student is disaffiliated with the university (i.e. official transfer or withdrawal). Any remaining balance will be refunded following University processes.
- Note that Meal Plans and FlexCredit are non-refundable.
- For employees and affiliates (i.e. Affiliate, Retiree, or Emeritus), PantherOne accounts will remain open until - the employee or affiliate is diaffiliated with the university (i.e. no longer employed or associated with the university), or a request is received to close the account. Any remaining balance will be refunded by direct deposit or check.
- Replacement Panther Cards are $30. Visit the Security Office to obtain a replacement.

- Florida Tech uses an access control system for the purposes of enhancing the safety and security of all people and property on University property.
- The Panther Card grants the Cardholder access to pre-determined spaces around campus.
- The Security Department maintains further information on Access Control and the Access Control and Visitor Policy.
- Employees with access to PantherOne will keep Cardholder information confidential to the extent permitted by law.
- Account specific information will not be released to third parties except (a) where it is necessary for completing transactions, (b) in order to comply with subpoena or court order, (c) if you give your written permission, or d) if it is otherwise required under state or federal law.
- If you request the release of information to a third party, the release will expire when the card is no longer valid, or at your written request - whichever comes first.
- Electronic Information such as door access logs, and video recorded, collected or preserved in any manner is the property of Florida Tech and may be used to provide for the safety and security of individuals and property within the University community. Electronic Information may be monitored for authorized safety and security purposes, such as, but not limited to: (a) protection of individuals, property and buildings; (b) investigation of misconduct and policy violations by members of the University community; (c) investigation of criminal activity; (d) patrol of common areas and areas accessible to the public; (e) ongoing operation and maintenance of a secure data facility; and (f) comparable reasons that likewise advance a legitimate institution purpose.
- Access to Electronic Information is strictly limited to authorized personnel with a reasonable need to obtain access, such as, but not limited to, Florida Tech Security Department, Human Resources, Vice President of Student Affairs (or designee), Office of General Counsel, or Chief Information Officer (or designee) in conjuction with an investigation or internal audit.
Electronic Information identified in these Terms and Conditions is limited to uses that do not violate federal, state, and local laws and regulations and University policies.
- The terms and conditions of PantherOne are effective upon receipt of the card and remain binding until the Cardholder is no longer affiliated with Florida Tech.
- If any changes are made to the terms and conditions, PantherOne shall provide the Cardholder with notice of changes at least thirty (30) days in advance of the effective date.
- Prior notice need not be given where immediate change in terms and conditions is necessary to maintain or restore the security of the PantherOne and Cardholder.
Governing Law
These terms and conditions shall be governed by and construed in accordance with the laws of the State of Florida.
